Writing a proposal is one of the most important skills learned in Technical Writing. It allows for not only presentation, but also representation. The writer is creating a recommendation and a solution to a problem, and at the same time, they are establishing not only their own professionalism, but also defining their knowledge of the subject. In many cases this is an opportunity to take the stage in an environment otherwise unavailable, or at the very least step into the spotlight.

The first part of this assignment is to look into types of proposals, both internal and external, as well as the process of the RFP including solicited and unsolicited proposals: Real World examples are used from the annual ad spend process for General Motors on the New York Times, to scientific grants created to both encourage and foster detailed continued research for post-grads.

Next comes the deliverables, budget and requirements. The students are asked to read, define, comprehend and summarize what needs to be included in the proposal. In many cases this includes a schedule, network diagram or KPIs indicated in the RFP. Is there a component for comparison and analysis of multiple factors? The format of the requested proposal is also highlighted, as it is often, the first reason for denial. Is there information missing from the RFP, do you have questions you need answered before you proceed with this proposal? Finally, we take a look at, and consider, the audience to whom we are writing. Is this a review board?

The opportunity landscape is wide and varied. As important as deciding upon which grant to pursue is the research necessary to create a well presented proposal. The assignment includes persuasion, as the goal of the proposal is to have it accepted. The writer needs to establish without question their qualifications and experience. In that there is a heightened importance of knowing your audience.

Students are asked to project into a hypothetical future where they are both in the position and of a position that would require they write this proposal. In that position of positive empowerment, a fictional design, and a bit of a dream are encouraged.

This assignment is intended to incorporate concepts presented during the semester into one conceptual paper by developing a project that will need to be funded. The project should be tailored to a specific financial need in either fire, EMS, or emergency management according to your specialization. The paper should provide enough detail that the reader understands your thoughts and/or intentions for the project. Present your ideas such that you are determining what impact the project will have on your organization or the community. In other words, critically think about your project as if you were the chief of the department or a CEO and you are seeking approval of the project from the Board of Directors of your organization or your county administrators.
Content should include concepts discussed throughout the course, with some leeway for the project. For example: you are purchasing a new vehicle because the county is growing by X%. Your paper should include a discussion on; the principles you will use to finance the purchase, budgeting, the economic affect, details of the purchasing process, how you will analyze the ROI or effect it will have on the community, risk of financing, and any tracking of costs. Since you would not be billing for the services, then this would obviously be unnecessary, however, you could discuss the effect of green purchasing.
All papers MUST have financial reports that detail the financial considerations that the organizations must present if the project were to be approved by the BOD or County Governing body. Financial reports can consists of Balance Sheets, Cash Flow Statements, Break-even analysis, and/or Income Statements, but they MUST show both the costs of the prject AND impact to the organization. There is no specific number of reports required, however, the goal is to have your project accepted by the BOD or County Government. Details are essential.
